Sudan: Governmental Capacity Building

Chana Abrams of Channing Law International Limited has been mandated by International Renewable Energy Agency (IRENA) to provide capacity building training to the Government of Sudan relating to Sudan’s solar energy procurement programme.

Sudan is currently seeking to implement a fast-track power sector development plan with an emphasis on utility scale wind and solar projects. IRENA has been requested to support this plan by offering capacity building within the sector regarding the design of power purchase agreements (PPAs) and identifying risk mitigation tools.

As part of the IRENA programme (together with Jean-Pascal Pham-Ba of Scale Sustainable Transitions) Chana delivered a two-day workshop attended by Sudanese governmental delegates.

The overarching objective of the workshop was to empower the Government of Sudan with the practical skills and knowledge to clearly identify and mitigate contractual risks and to defend the contractual position of the Government of Sudan in the procurement of affordable solar energy, all with a bankable perspective.
